Over a decade, between 1990 and 2000, CBAT was engaged as the retained consultants for Cardiff Bay Development Corporation, charged with the implementation and development of the Strategy for Public Art in Cardiff Bay. Throughout this period CBAT develop a unique expertise, based on practical knowledge and direct experience of the implantation of a programme of art projects within a complex and developing social, business and political environment. Several subsequent larger programmes within CBAT’s portfolio have been implemented against a strategy developed at the outset of the process and agreed with the client, including the Bute Avenue and Wednesfield Way commission’s programmes.
CBAT maintains an up to date awareness of issues related to regeneration, funding, planning processes, legislation and regulations, as they may apply to its field of work. It also maintains a clear overview of developments in public art and the arts in general as well as current debate and discourse on architecture and urban development in an international context.
Selected Strategies

CBAT is commissioned by Newport City Council to develop an Arts Strategy
as part of the Council’s ‘Reconnecting the heart of Pill’ scheme. Implemented
as part of the Community Regeneration Project, this strategy will
focus on improvements to the walkways in the park near the Pill Millennium
Centre between Courtybella Terrace, Baldwin Close and Chapel Crescent;
with an emphasis on the involvement of the local community.
Vale of Glamorgan Council – 2004 - 2005

CBAT is commissioned to develop a Public Art Strategy that includes a separate
Framework for Barry Waterfront, Supplementary Planning Guidance and a Public
Art Developers Leaflet.
Rhondda Cynon Taff – 2004
CBAT is commissioned to develop a strategy for the integration of public art
in town centre improvements for Porth.
Essex County Council - 2003 - 2004

CBAT is commissioned to develop a Public Art Strategy for the Transportation
Systems of the County Council.

Cardiff County Council commissioned CBAT to write a public art strategy linked
to the UDP and Welsh Assembly Government changes to planning procedures.
The strategy addresses planning guidance, advice on procurement mechanisms,
best practice and a detailed audit of historic and contemporary public works
in Cardiff. The strategy is about to be adopted by the Council.
Blaenau Gwent County Borough Council and WDA
CBAT contributed to the Town Centre Improvement Plan for Ebbw Vale and Brynmawr
in collaboration with RPS and MacGregor Smith.
