Research and development towards
the project began in 1999 through Grounds for Change, CBAT’s subsidiary
company which produces projects with an environmental accent, funded through
a landfill tax credit scheme contribution from Cardiff County Council and a donation
by Tesco. The project was made possible through a Landfill Tax Credit Contribution
from Cardiff County Council and a donation from Tesco Stores as well as in-kind
support from Arup. The project also encouraged further commissions to artists
by Tesco for works highlighting issues related to recycling and waste management,
as well as the establishment of a PhD Research Studentship Award for an artist
at the School of Art & Design, UWIC.
Commission:
‘Breathing in, Time Out’ was designed to respond to the nature of its location: Lamby Way landfill site. Integrating recycled materials and by-products from domestic refuse, the structure comprises a 15 metre long channel in the hillside overlooking the river Rhymney. This channel is glazed with a transparent roof suggesting a greenhouse embedded in the land, allowing visitors to literally look into the hillside. This intervention comes to a point at its front rising from the hillside to a height of around 1.5 metres. A large blue plastic ellipse is visible at its front suggesting an eye, surrounded by a 35 metre frieze that tapers around the hillside in both directions.
