Background:
The Highways and Public Services Department of South Glamorgan County Council sought to commission a work for the foot and cycle path on a specially created viewing platform.  The work was to mark the completion of the Taff Viaduct, an important feature of the Peripheral Distributor Road.  It was proposed that the work should be interactive for the benefit of pedestrians and cyclist, but should also be clearly visible to motorists.
Commission:
Kevin Atherton's artwork consists of a stainless steel sphere, three meters in diameter, which reflects the surrounding area.  Three telescopes (x 30 magnification) are inserted through the sphere, focused on infinity and directed at fixed points across Cardiff Bay: the Norwegian Church, Penarth Head and Monkstone Lighthouse.  A bronze cast of the artist stands at one end of the telescopes, but the view can still be enjoyed by looking through a hole in the back of his head.
